By direct appointment of a candidate possessing any of the following:-
1. The Government Craft Certificate obtained from a Government Trade Centre or any approved Institution.
2. A pass Certificate of a Government Trade Test Class II who has spent at least two years on the grade.

• Supervising a large staff of skilled tradesman engaged in the fabrication, processing, installation, maintenance, repairs, or inspection of building, furniture, electric-mechanical system, vehicles, mobile and stationary machines and other materials and equipment in a large unit.
• Establishing work priorities, estimating job time and material requirements, analysing complex repair problems, providing drawings and instructions for fabrication of parts and providing technical advice concerning repair and replacement of machines and vehicles.
• Co-ordinating shop activities with those of other trades' work units.
